Hardware Lifecycle Management: How To Start?

Howdy,

Three weeks into my new job, I've been asked to lead an effort to come up
with a Hardware Lifecycle Management (HLM) strategy, initially focused on
our UNIX (Sun Sparc systems, currently) assets but eventually migrated to
Windows servers, desktops, etc.  Such a strategy would include such issues
as how long we keep things in production, whether we just get rid of them
afterward or they get migrated to QA or DR, etc.

Since I've got about ... oh, no experience with this issue, and not wanting
to completely re-implement the wheel, does anyone have any suggestions for
some good reading materials or guides?
