Some licensing approaches attempt to write to the raw drive.  Usually
this is done either by finding a bad sector on the drive within the
first N, or by falsely marking a good sector bad within the same space.
If, somewhere in there they are being incredibly stupid and are opening
the drive as a raw device and etc...to do the same stupid trick, a <2Gig
limit would make sense.
