But why not? Credit companies have equifix, transunion, and experian.

Banks have chexsystems.

Why not an IT consultant's network/union to discuss employer's worthiness? 
If a company has a reputation for not paying their consultants, a consultant
should have the ability to look that company up in an epinions like website,
find that information out, and modify his/her contract terms to promote paying,
or ignore the request for bid.  Such a thing would force the hands of those
who hire contractors and force them to operate in an ethical manner.
