The $50 goes to Xeroxing the handouts (mostly). The instructors are not
being paid. The meeting room is donated. The local ISSA (SV, SF) want you to
join (and hope you will stay for more than one year). 

Other CISSP review courses are $2-4k.

Note, taking a CISSP review course is NOT enough to pass. You have to do a
fair bit of outside work, or be very knowledgeable in all areas of InfoSec.
